Komsomolsk Refinery Implements Unique Stream Conservation Project in Komsomolsk-on-Amur

The Komsomolsk Refinery (part of Rosneft’s oil refining complex) has completed the first stage of a project unique to the Far East for the construction of a closed reservoir of the Klyukvenny stream. It will prevent the area of several streets in Komsomolsk-on-Amur from being flooded during the highwater period. Construction of the reservoir is one of the major green investments of the Komsomolsk Refinery, which exceeded 2 billion roubles over the 2017-2021 period.

Almost 2 km of the stream bed has been «encased» in reinforced concrete blocks with monolithic sections in the bends and waterproofed along its entire length. The project is not limited to the Komsomolsk Refinery area: on Gorodskaya Street, which was washed away by the stream during the highwater period, a new bridge has been built to replace the obsolete one and the open bed has been reinforced.

As part of the second stage of the project, a trestle is being installed for automatic water level fluctuation monitoring devices in Klyukvenny, as well as pumping stations for the stormwater drainage system.

High environmental performance standards and the development of environmental technologies are a key element of Rosneft’s strategy. The Company aims to achieve leadership positions in minimizing the environmental impact and ensuring the eco-friendliness of its production.

The Komsomolsk Refinery has implemented a number of projects in recent years to significantly reduce its environmental impact and improve the environmental performance of its operations. The conversion of the refinery to a closed pipeline has eliminated the factor of possible oil vapour fumes into the atmosphere when the crude is discharged from the tank wagons.

The Komsomolsk Refinery sorts and recycles 100% of the solid waste generated: paper, glass, plastic, wood, concrete and other components are recovered and reused by specialised companies in the Far East.

The Komsomolsk Refinery’s environmental safety laboratory monitors air quality at the boundary of the enterprise’s sanitary protection and residential areas around the clock for 22 indicators, twice the normative requirements. Six automatic monitoring stations take measurements every 20 minutes around the clock. Stations located in residential areas register the general state of atmospheric air in the city, taking into account the various sources of pollution – road transport, industrial plants, boiler houses. Moreover, the refinery’s mobile environmental laboratory monitors the atmosphere in the city’s residential areas on a daily basis.

The enterprise’s employees promote environmental culture by giving lessons in the city’s schools, initiating their own eco-actions and challanges, and taking part in national campaigns such as Earth Day, Green Spring and others. The Komsomolsk Refinery, together with specialists from the Zapovednoye Priamurye Nature Reserve, launched the Under Strong Wing conservation project to conserve and restore the population of the Red Book Steller’s sea eagle.
