The Syzran Refinery, an enterprise of Rosneft Oil Company’s refining complex, produced more than 67,000 tonnes of low-sulphur RMLS 40 marine fuel in the first half of 2021. This is a 27% increase over the whole of 2020.
A major factor contributing to the production increase of green fuel was the use of a domestic vacuum gasoil hydrotreatment catalyst made at Rosneft’s RN-KAT facility in the production of the RMLS 40 component. Moreover, the scheme for shipping marine fuel by water transport has been optimised.
The RMLS 40 fuel contains no more than 0.5% of sulphur which is fully compliant with the requirements of the International Convention for the Prevention of Pollution from Ships (MARPOL). The use of this fuel in ship bunkering minimises the negative impact of transport on the environment.
High environmental standards of operation are the key element of the Rosneft 2022 Strategy. In order to reduce its environmental impact and produce up-to-date, environmentally friendly fuels, the Company has initiated and is implementing a number of large-scale projects to upgrade its own production facilities.
The production of green marine fuels demonstrates the advanced technological capacity of the Company’s refineries. The technology for marine fuels compliant with the relevant Russian standards and the prospective foreign ones is developed by the Rosneft Corporate Research and Development Complex. The Company’s green marine fuel is in demand by domestic and foreign ship-owners.
A large-scale production upgrade programme is currently underway at the Syzran Refinery, designed to further improve the conversion rate and to maximise the use of secondary processes to increase the yield of light products.

RMLS 40 (Residual Marine Low Sulphur) is a new product in Rosneft’s line of low-sulphur residual marine fuels. In terms of sulphur content, RMLS 40 is divided into 2 types: E I, with sulphur content up to 0.1%, and E II, with sulphur content up to 0.5%.
